We are moderated by the water temperature. https://www.nodc.noaa.gov/dsdt/cwtg/npac.html — right now, 48.9 near Seattle. One site says the water temperature ranges from 43-53 degrees. We don’t get down to freezing air when there is cloud cover and are more likely to in the winter when it is clear.
